Missing Formats

Hello,

Would it be possible to add the missing formats as Scry fall have (oath breaker, historic, explorer, timeless, penny) ?

Do we have a description of what each format means? Like what a card needs to do or have to be part of one?

Except the Scryfall Database, not really.

there are some rules (for instance, penny is a constructed format where any card that costs 0.02 tix or less is legal to use in your deck) but whith so many exceptions. how do handle vintage ?

Vintage is easy: all cards but a very few exceptions (or card with “ante”)
